^ actually this persons answer is wrong. I play softball in 70 degrees.. and i tan... alot. Its just the matter of exposed skin and uv rays. Most people do not have their skin fully exposed in 60-70 degree weather. But it is possible to tan... just rays and exposed skin. (:
