No, you have to be 18 to get one. It is a good idea because as you get older your idea of what a tattoo should be will change. At a young age you could want a smurf, but in your 20's you may think that is silly. Once you get one it stays, so be sure you know what you want.

However, in most states tattooing of minors in prohibited regardless of parental consent.
