You can probably go into nearly any shop and get it done, but I'd highly advise that you decide what you want and then put it off for a solid year. A tattoo, regardless of how you hear it's removable (for a huge amount of money), a tattoo is pretty much forever. I have one and love it, but I gave myself a year to really consider something that was going to be with me for the rest of my life.
I am not sure about the law in Massachuttes, but here in Washington state, a minor cannot get a tattoo with or without parental permission. A minor can get body piercings with parental consent, but not a tattoo. Be aware that accreditated tattoo shops follow this law, no exceptions.
