I am assuming that when you say camper you mean a camper that is pulled by another vehicle and not a motor home. If the camper is not self-propelled you would have no need for liability insurance as this coverage would extend from vehicle towing it. As it costs a great deal to develop any type of policy, insurance companies are not going to go through the expense for a policy that is not needed. If the camper happens to be a motor home there are policies that you can purchase for a motor home and you can select the type of coverage you want just as with an automobile.
