Since the Birth Control pill, or oral contraceptive is roughly 98% effective, when taken correctly (and that is the important part!), the sperm inside the semen could enter the vagina but there would be so few of them, relative to full penetration, that the chances of one fertilizing the egg and it being implanted in the uterus are almost nil.
One might ask why one would use oral contraceptive AND withdrawal together. By the way, withdrawal alone is so ineffective, it is not regarded as a legitimate method of birth control!
