You can watch the Changing of the Guards on most days (if you can get anywhere near it for tourists). You can also visit the Queens Gallery, an exhibition of paintings which are the personal property of the reigning Monarch and the Royal Mews, a collection of some of the Queen's Horses and Royal Carriages. For a short period of time during the summer months, you can also visit some of the State Rooms within the Palace itself.

Yes, there are tours of the public rooms .NOT the family quarters.
