In the Spring, cut up pieces of potatoes that contain "eyes". (small dots on the potato) These are then planted in the ground. They will grow into a new potato plant.

Sometimes store bought potatoes will have been sprayed with chemicals to keep them from growing. Do not plant these kind. They won't grow and the chemicals may harm other plants around it. -BrioPower

Yes they are the same potato. I really think it is a regional issue as to whether you call them new potatoes or red potatoes. If you do a Google image search of each, you will find that the same potato keeps popping up over and over again, red or "new" potatoes!

yes, if the peel has an "eye" attached; the "eye" is the small vegetative outgrowth that you sometimes find on the sides of a potato. if this planted the eye normally forms a new potato plant stem. potatos will eventually form under the plant

Yes, leave them in a dark place and they will strout roots and then plant them and water them regular with plenty of sunlight.
