Yes, as long as all I.D.'s are issued from the same state. It is also a wise idea to make sure that they all have the same street address. When you have multiple state issued I.D.'s, it is very important that your personal info is the same on all of them.

I don't exactly know, and I keep checking, but I am 80% sure you cannot, because in order to apply for one you must show proof of residency and if you get it from different states you must show proof of residency from each state. And inless you own a home in all states that is not possible.

Another View: Check your own state's laws on tihs. I'm fairly certain that you cannot. The state-issed ID cards are issued in lieu of a state-issued drivers license, and state issued drivers licenses are valid as identification.
