It depends on the Chinchilla - those handled more from birth and raised properly will be more comfortable with you touching them; the more time you put into getting to know them, the more they will let you play with them!
Do remember though, Chinchillas are very sensitive to germs and you must always wash your hands before and after handling them - any grease and oils on your hands will damage their coats too.
