Yes you can put a USB mouse into the keyboard while it is on- it might take a few minutes before it is ready to use.
If your keyboard is not working you can install a new keyboard, or if that is not possible an external keyboard can be plugged into a USB port on your computer.
You can use two mice on a computer but they will conflict with each other and the computer will not know which one to rely on for the input.
