I've heard that it's not a good Idea. If the ground water level is high it forces the pool to rise out of the ground like a boat on top of water. Unlike concrete that is heavy. Fiberglass can float. It may not come out of the ground all the way. I suggest that you speak with a pool company and ask their advise.

You can. but you should not leave an in ground pool empty for any period of time. Ground water building up around it is capable of even lifting an empty concrete pool out of the ground.

Hum, not sure if you can actually plaster a fiberglass pool. The glass would have to be removed first. You will have to consult a pool builder, a company that installs fiberglass shells or a company that installs fiberglass in plastered pools - thus converting a gunite/plaster pool into a gunite/fiberglass pool. The later uses the old pool shell as the sub-grade or foundation so to speak. k
