You should have the seat professionally relocated. Certainly you do not want it to shift during a quick stop. Alternatively, buy a car that fits your size.
There is a lever under the seat at the front edge.
My boss has a Toyota Camry that has electronic height adjustment of the drivers seat. I'm not sure what other make and models have this but electronic seat height adjustment sounds like what you are looking for.

That would depend on what year of Ford Explorer . From the 1995 to 2001 Ford Explorer the fuse panel was IN the drivers end of the dash . The fuse panel cover was visible with the drivers door open .
