Not without written permission given by the minor's parent(s) to an acceptable adult. Even with said permission the change of residence in most cases can only be temporary, three months or less. A permanent change of a minor's residence requires that the another adult apply for and receive legal guardianship or the minor receives an emancipation decree; either action requires a court procedure and applicable court and legal fees paid by the petitioner, with no guarantee the request will be granted. Note that the state of Georgia does not have an emancipation statute. Which means to move out you must have your parents' permission, otherwise they can report you as a runaway.
