There are some water based coatings that will adhere to an oil based surface without using a primer; however, an oil or acrylic-based primer, used as a bridge, will allow you to paint latex over an oil-base paint trouble free.

Latex paint can go over oil based, but oil based CANNOT go over latex.

Oil based paint soaks into the surface being painted (like a wood porch floor) but latex

only coats the surface.

not true, it's the opposite. See discussion I have been teaching oil painting for 25+years.

Never paint Latex paint over oil based paint. The paint will fail quickly causing cracking, peeling, poor adhesion. The 2 are just not compatible.
