It depends on what the helmet is made of, and the use for the helmet. Acrylic paint will stick to most non-oily surfaces, but will easily scrape off of slick and non-porous things. If the helmet is a football or motorcycle helmet, I would think that the paint would scrape off if it gets banged around. Also, acrylic paint softens when it gets wet, which makes it even more susceptible to being scraped off, so if the helmet is to be used in the rain, it would probably get wrecked. You can sand a slick surface to create a tooth on which the paint can stick but again, if it gets wet and softens, the paint will get damaged with only moderate banging around. Acrylic paint sticks quite well to rough, toothy or porous surfaces, but is best used for art objects that will be kept indoors.
You could find solvent-based paints (like model-paints) at a craft store like Michael's that may be more suitable for your helmet.
You should use a self-priming spray paint to paint a tech deck. The acrylic paint would work, but it would need a primer first to ensure that it adheres to the surface.
Unless you're asking about a type of decorative concrete flooring, in which case, yes, you can use acrylic paint or stain as long as it hasn't been previously coated with a solvent based coating. If so, you'll need to either use the same base coating, or use a primer to bridge between the two different materials.
yes you can, but it's not a nice feeling.
Ensure that it is clean and oil-free; remove any mold or mildew using a bleach solution; allow the surface to dry completely prior to applying your acrylic deck paint.
Most paint companies make, or at least market, a DTM acrylic paint. I recommend PPG's Pitt-Tech but there are many others available at premium paint stores.
As long as acrylic is solid and not flaky you can.
It depends on what you mean and i have had acrylic paint and I did not think it was runny
Acrylic paint is a fast drying paint containing pigment. It is safe to dilute it with water, but will become water resistant after drying. A common interior house paint may contain both acrylic and latex paint, because acrylic paint is typically more expensive.
You can, there are painted tech deck trucks.
Yes you can paint anything with acrylic paint?

I think acrylic waterbase is hydrophilic whilst acrylic polymer paint is hydrophobic
