"Public domain" means that the copyright has expired or never existed or that the copyright owners have permanently waived all of their rights. This is extremely rare.

As far as i know you can't use a copyrighted song unless you have permission but i really dont think your on a get the chance to be like Yo Eminem can i use your song in my CoD montage! Haha. But if you search "uncopyrighted music" or "uncopyrighted (insert genre of music)" you can find some good songs

Sound recording copyright is ridiculously convoluted. Rather than finding music that is not protected, you will be much more successful looking for easily-licensed materials, such as Creative Commons.

Unless the music is your own performance of your own original music, you would need a synchronization license for the song, and a master use license for the recording.
