You CAN place tile over tile, but saying you can put tile over tile is like saying you CAN jump off of a bridge. It's just simply not a good idea. It can cause air pockets to be created under the tile laid on top, which can lead to cracked tiles if anything is dropped on them or sometimes simply by walking on them. It's worth the time to go ahead and strip the tile off of the floor before laying any new tile.

It is best to remove the vinyl tile. If it is not on cement and is on wood you can install cement backer board. Be sure to put thin set under the board. I have doneit a few,set them that is. They can be painted on or you can special order the tile. Having it laser cut looks the best to me.You send them the picture you want and they will laser cut them color and number them,then you just have to put the picture together. A tile shop in your area will have info on companies that do it.
