Any meat that has been cooked can be refrozen, but you CAN'T take raw frozen meat out and then thaw it and put the extra raw meat back into the freezer. Cook and freeze! If the burgers have been sitting around for more than an hour then I would have to agree with the above poster.
Yes, hamburger can most certainly be re-frozen after cooking. There is (of course) a major issue that must be properly addressed for your efforts to be effective. If one is freezing anything, it is super important to remove all the air from inside the package to eliminate or at least minimize freezer burn. If one cooks the hamburger in one big piece just like it came from the package or if it's cooked in patties, getting all the air out presents the normal challenges that preparing most anything else for freezing presents. If, however, one chops the hamburger up while cooking, like one might do to prepare the hamburger for use in tacos, getting all the air out of the package is really difficult. It's easy to see why: the hamburger is in lots of little pieces with space between them. That's where air is hiding. It's nearly impossible to get it out. Even when using a vacuum sealer the results will be less than good if the meat is frozen for more than a span of a week or two. One hard-core cook actually used to flush his bags with nitrogen before vacuum sealing and freezing them. This worked pretty well, but it requires a lot of extra effort. It's a more-than-over-the-top approach I would not recommend. By the way, bags of potato chips are packed with just that method - the nitrogen flushing - at the point of manufacture, and that's what gives them their multi-week shelf life. Hope that helps.
