Assuming you're talking about marking the shell in case it gets lost. The safest thing to do - would be to have the tortoise micro-chipped. That way, if it does get lost, it's simply a case of the finder taking the reptile to a vet - or calling animal control. Both of those organisations have scanners able to read the microchip - and will be able to contact the legitimate owner.
Its possible, you have to take into consideration of all the chemicals and toxins in paint, I also recall tortoises and turtles breathe through there skin, a bit like humans. I suppose it's possible but NOT recommended.
yes, but only if they are full grown. if its a baby or a kid the chemicals could kill it. but other then that yes its possible.

Why would you want to paint a turtle's shell anyway - unless it's for identification. A more sensible procedure would be micro-chipping ! It's permanent and doesn't wash off ! Anyway - to answer the question - so long as you use lead-free & solvent-free paint it shouldn't harm the turtle.
