It has to have street/dirt tires, signals, muffler and pass inspection. It also need to be registered and have a plate.
I have not actually ride on the dirt bike but seen the dirt bike race very closely because it held in my near by town, and yest it's really a full of excitement and adventure.

RAGBRAI, the Register's Annual Great Bike Ride Across Iowa, is held the last full week of July ever summer. Register's is a reference to the Des Moines Register newspaper a sponsor of the event. The bike ride attracts cyclists from around the globe including numerous cycling clubs and has included such luminaries as Lance Armstrong. The six-day long event leads riders through a multitude of Iowa's city with each church (and in Iowa, there are many) competing to have the best pie in town. The event is so popular that only 10,000 cyclists are allowed in each days 68 mile average run. It is a non-competitive event done simply for the pleasure of the journey. It is a week filled with riding, eating, friends, family and fun. RAGBRAI XXXVII will be the 37th annual event in 2009.
Depends on local & state laws. Usually, it is not considered legal for a few reasons. Primarily:*Noise ordinances - especially if you're in town. If you live out "in the county" there may not be ordinances.*A dirt bike is not a licensed vehicle. You may be able to get away with riding it in the neighborhood as long as you are in fields in the neighborhood. If you have to get on the road though, that is certainly ticketable. Most cops aren't complete jerks, and will just make you walk the bike to your destination, rather than ticketing you though. Your best bet is to just call your local police department (NOT 911) and ask them about it. Trust me, they'll know.
