It's unclear which version of OS X you are referring to. The 'X' in 'OS X' is the roman numeral for 10, since the current version of Mac OS is OS 10. Currently there have been eight major releases of OS X, all of which include a '10' and a decimal representing the OS version (e.g. OS 10.8).
Depending on your iBook G4's specifications, it can run OS 10.5. Newer versions of OS X require Intel Processors, rather than the outdated Power PC processors (such as the ones used in all iBook models).
Though your iBook can most likely run OS 10.5, Mac technicians would encourage you to run OS 10.4 instead. This is because OS 10.5 requires more memory and processor power than iBook G4 can comfortably put out. This may cause your computer to crash on occasion, which could lose any unsaved work.

Yes you can run Mac OS X on a iBook G3. You would not be able to run Leopard but you can run previous versions of OSX. 10.4 requires 256megs of RAM and 10.3 and earlier require 128megs of RAM or more. Though it will run with this amount of RAM, I would recomend getting as much ram as possible in your iBook because it will help alot on basic OS X functions. I did the same thing with a lower ended iMac G3 and when I upgraded the ram to 512megs instead of 256megs it ran quite a bit faster.

Unfortunately you cannot run Mac OS X games on windows.

You need an Intel based Mac running at least Mac OSx Leopard. It is not compatible with Snow Leopard, Lion, or Mountain Lion as they are 64 bit. In those you will have to run Fusion Fall in Safari or Firefox set to 32 bit mode.
