As you know, 3d stands for 3 dimensional. We see in 3d everyday. We can also move in 3d. We call it 3 dimensional because we can move (up and down, left to right, and forward and backwards). If you eliminate one of these sets of movements then you eliminate a dimension and you are now in 2d. We an see in the 2nd dimension and 1st dimension because we are at 3d. But we cannot see a 4d (if there is one. there are theories that there are an infinite number of dimensions) because we are not able to move with in the boundaries of 4d.
Sorry, no, you can't. This is basically the perfect circle argument. Thanks to microscopes we can prove everything you see is 3d. The second and first dimensions, if they exist, are beyond our technology for now. Think about it like this. A piece of paper is usually thought of as a 2d object. You draw a line on it in pencil to demonstrate it's 2d effects. The problem becomes you have added a layer of material (graphite) to the paper, thus proving it's a 3d object. We can not actually see the second or first dimensions, just as if you where in the fourth dimension (thought to be timespace) you wouldn't notice us.

Simple...the second dimension has 2 dimensions. Think of a coordinate plane... it has 2 dimensions... height and width. This plane is the only area that they can be on. If they were not on the plane they would be in a different dimension. So to answer your question... if it wasn't flat... it wouldn't be 2 dimensions. Better yet, the reason why the second dimension is flat is simply because only two vectors exist within a two dimensional figure. (up/down, side- side)
