You can't really measure it that way; theoretically, a cigarette can contain any number of liters of smoke. It depends on the percent oxygen that the smoke is (smoke isn't a gas, it's a super fine solid, tiny particles). There's no realistically achievable limit. Think about how a bong can have light hits or really harsh, strong hits. It's because there's more smoke in the same space.
