Nicotine, when ingested orally or inhaled, gets into the bloodstream and can cause abnormalities in your blood sugar readings. If you are diabetic, quit smoking ... it's easy to do and will add years to your life.

You can, but it is not a good idea. Smoking and Diabetes is a bad mix. According to the Canadian Diabetes Assoc, smoking increases your risk of Heart disease:

"Together, the deadly combination of high blood glucose and smoking dramatically increase damage to the blood vessels that feed the heart, brain, eyes, kidneys and peripheral nerves, speeding up the long-term complications of diabetes. People with diabetes are already at increased risk for heart disease; however, if they smoke, they face three times the risk for heart attack of a person with diabetes who does not smoke"

Trying to "smoke" sugar will lead to it's carmelization after heating.
it will produce a sickly sweet smell and a relativly knoxious cloud of smoke.
