No, among other differences, the 1998 has two oxygen sensors while the 1994 has one. Also the 1998 computer controls the electronic governor in the trans.
A 316 motor is not a direct swap with a 360 in a 2000 Dodge Ram 1500. Both engines are very similar but have different connectors and mounts.
You would need to swap the manifolds from the 1995 to the 1996 block. Also you would need a computer for a 1995 360.
