Depending on what you re asking there are multiple things you could do. To steal a care package you kill all of the enemy players in the area and grab it like a normal care package. To "hack" a care package as in to change the type will require Hardline Pro. If you have Hardline Pro double tap X and it will change the type. (this can only be done once by you). The last thing you may be talking about is Hacker Pro. With Hacker Pro you can steal a care package and also booby-trap it so the next person that tries to take it will get blown up. Hope it helps!

If you use support and you get 4 kills, there is a booby-trapped care package that when opened, it explodes and kills the opener and anyone near the opener. A easy to avoid it is to use the Sit-Rep perk which makes all explosives appear red, warning you to be careful. (lol^) There is no support class in black ops. Your talking about mw2. The hacker perk, similar to the sit-rep perk allows your person to see all explosives in red, and allows you to sabotage enemy Care Packages and also turn enemy equipment friendly. The hacker perk also makes you invisible to Motion Sensors.
