The most common reason for power steer failure is fluid leaks. On Power Steering pump, you should check behind p/s pulley for leak at the shaft. On the rack and pinion(steering gear) check rubber boots at both ends and check for leaks where steering shaft is connected to rack and pinion input shaft. Check pressure hose at crimp fittings for leaks.

If you are looking for a power steering leak, go to your local pars store and purchase the dye that you can add to your power steering fluid, once you add this dye operate the vehicle according to the instructions on the package and then you will use a black light to be able to pin point where the leak is.
Water pumps do wear out and it's almost always a leaking seal that forces replacement. Based on your question I'd guess yours is leaking so bite the bullet and have it replaced. If you don't trust the dealer, have another mechanic check things out (2nd opinion). Also take a look at hoses looking for age cracking and clamps checking for looseness. If your Solara has the V-6 engine and you replaced the cam drive belt at 90-thousand miles (as recommended) without replacing the water pump give yourself a good kick. It would have been far less expensive to replace the pump while everything was apart for the belt change. If you haven't yet reached 90-thousand mile mark give serious thought to replacing the belt while the pump is being replaced. That way you'll have another 90k before the job has to be done again.
My 1990 is doing the same thing. At work yesterday, my mechanic friend says it could be an axle or a bent rim. I'll be looking at it today and then taking it to the shop.

My Daughter has a 1988 240DL and the only time we have had problems with the power steering (P/S) is when the belt has broken. My wife also had a 1992 740 and never had problems with the P/S. Both vehicle had done over 150,000 miles. The steering on both were excellent. * First check that the P/S belt is intact and isn't slipping. It's driven off the A/C compressor pulley so if the A/C belt is slipping or the compressor bearings or clutch are going bad this could affect the power steering. Also if the A/C belt breaks the power steering obviously won't work. * If the belts won't tighten or keep slipping and you can't set the P/S pulley to run parallel to the A/C, then the rubber bushings on the P/S mounts may be worn and need to be replaced. * Check for P/S fluid leaks. If a hose is leaking, replace it. If the unit is leaking fluid, it will be cheapest to get an exact replacement from a breaker's yard. * If all of this is O.K. then you could be looking at damage to the steering rack. You can tell your rear engine is leaking by looking under your rear engine and see if there's drops hitting the ground.

Alternator oil pipe? There is no oil pipe connected to the alternator that I have ever seen. The alternator has sealed bearings and does not require any outside lubrication. Are you sure you are looking at the alternator? Is it possible you have a leak at the power steering pump and that is what you are looking at? I really have no answer for you, only more questions. Please clarify. Clay is absolutely right. The alternator has no outside oil connection. Find out what REALLY is leaking. A/C compressor? Power Steering?
