Yes. Either in neighborhood view or house view, press 'Ctrl+Shift+c' and type 'BoolProp_TestingCheatsEnabled true'. Then press 'Shift' and click on the sim. Click around the new options until you find one that says 'Set Age'. When you're done type 'BoolProp_TestingCheatsEnabled false' to deactivate the cheat. Njoy!

The person above me did a fantastic job explaining and halped me out alot, but i have a bit more to add.
~The option woun't just be there. You have to type in the cheat they told you, then hold 'Shift' and click on your sims, and click 'Spawn' then you must click the 'Sim Modder' and baby statue should pop up. Then you click on that and either in the first set or the other one (press 'more' to see the next set) there will be the option to 'Set Age' then you press your age. Have fun!

∙ 13y agoTo make a teen into an adult, first make sure you have not turned aging off (by entering a cheat. You would know if you did). Then you can either wait until their birthday, or enter "boolprop Testingcheatsenabled true" (without the quotation mark, but that capitalization is necessary) in the neighborhood screen, go back to the family, and shift+click on the sim. There will be a lot of different options, one of which will be "set to birthday." Once you've set it to their birthday or it is their birthday, click on the sim and choose "grow up."
You can't turn adults into teens without mods of some sort.

∙ 12y agopress control, shift and c at the same time. in the box at the top, type in: testingcheatsenabled true
then go onto the sim you want to change, press shift and click on them (there body not the picture) and press 'edit in create a sim'. there you can change their age, and anything else you wish to change about them! hope this helped :)
