1 is to have a transformer wound for 277 primary to 120 volt secondary

2 would be the same answer but to be able to buy it off the shelf.

If for some reason you really love that light fixture, you can try to find a lamp that uses a ballast that will fit your fixture. Then retro-fit your fixture with that ballast. Unless, you're an electrician, you're going to have a hard time doing that, and you'll probably end up wasting time and money. Best bet: Buy a new fixture and save your self some aggravation.

It sounds to me like your working with florescent lighting. 277 volts is a voltage used in a commercial building with 3 phase power to operate florescent lighting. If you are trying to put one of these florescent light fixtures built for this in your home its not worth the work pulling 240 volts to the fixture and trying to calibrate a step up transformer to give you 277. It's not worth the time, effort or money. Also, it'd be pretty tacky and rigged. All you need to do is go to Home Depot or Lowe's, and buy a florescent fixture that takes 120v. Inside these fixtures is something called a ballast that steps the voltage up to what it needs to run. Although you can buy a ballast separately, I wouldn't try to install one in your fixture, as I believe they only produce about 166v or something like that.

No, 277 volt fixtures are designed to work only on that voltage. 277 volts is the wye voltage of a three phase 480 volt system.
