Probably not. I have been trying to figure out if there is a way to play NTSC J games on an NTSC US system (even though they're both NTSC format, it would still require getting around the country code check), and it seems like the answer is not without going to a lot of trouble--there's all sort of information out there about hacks, mod chips, and what not, but it seems like it's probably mostly misinformation, and sorting through it all seems to be more trouble than it's worth. I'm starting to think about just buying an import NTSC J system.
Not by default, but it's possible to mod it with a mod chip and play whatever formats you want.

40GB came out in October 2007. This was the PAL and NTSC version. The 60GB version came out NTSC on November 2006 and the 60GB version PAL came out on march 2007. The 80GB NTSC came out on August 2007.

Normally, this is not switchable. The game is made for one standard or the other.
There is more than one region, the most major being: "NTSC" - America and "PAL" - Europe/Australia
