You can use any monitor for the mac mini as long as it has either a Thunderbolt, HDMI or DVI port.
The two are not comparable. The Toshiba mini laptop is designed for portability and limited functionality whereas the Mac Mini is a fully functioning computer capable of connecting to all manner of peripheral devices.

Mac software can only run on an Apple Mac computer either a laptop (such as the MacBook) or desktop (such as the iMac).
It's a laptop. An iMac is a desktop as well as the Mac mini.
No cheap Windows computer will be comparable to an Apple Macbook laptop. Apple does sell the Mac Mini which will do all a Macbook will do and it costs $499. Of course you would need to buy a monitor, keyboard, and mouse. As fas as laptops go it will be very hard to find a cheap laptop that would compare.
Most server monitoring solutions will not discriminate on what they monitor. Something like NetCrunch 8 is installed on a Windows device, but can monitor Mac, BSD, Linux, etc.
The Mac MIni has HDMI and Mini Display Port connections. Adapters are available (See links below) which should allow most monitors to be connected.
The Stronghold games are only available for the Windows operating system. A Mac Mini running WIndows will be able to run the game.
If it runs on other Macs, then yes. If it runs on windows, likely not (unless you install windows on your Mac).
