First off...it's federal income tax you would be most concerned with...and states generally just follow anyway.

Presuming your not a professional gambler (and obviously...it would be hard to show you are playing lottery), proven gambling losses are only usable as an offset against your reported gambling winnings.

You would only be able to do this if you are reporting your winnings on line 21 other income on page 1 of your 1040 federal income tax return. Then you would only be able to use the amount of your losing ticket cost up to your winnings amount that would be on line 21 as a part of your miscellaneous itemized deductions on the schedule A of the 1040 tax form.
