I don't think I would use oat bran cereal in place of oat bran flour. While oat bran cereal will have a high content of oat bran or even oat bran flour, the two are not interchangeable and won't give you the same results.

If you mean to line the muffin pan with foil, then no. The muffins will stick to the foil and you'll have trouble getting it off without tearing the muffins. You can simple butter and flour the pan and not use any lining.

I use chickpea flour called besan as the binder when doing baking without eggs. Make the recipe and add chickpea flour after until the cookie dough is the proper consistency. Then bake as usual.
