Yes you can use pipe tobacco to make cigarettes. In fact, most roll your own (RYO) cigarette users use a 'non aromatic' pipe tobacco because it is taxed differently and costs MUCH less. It is effectively the same thing as cigarette tobacco but cut slightly wider.
Here are some opinions:
I have used both non aromatic and traditional pipe tobacco to make cigarettes and they are GREAT!
I've done this for years; it's very enjoyable plus I find that most people love the smell of pipe tobacco and it makes for some good conversation. I generally don't inhale either, just puff on them like an actual pipe or a cigarillo. I've found that since pipe tobacco tends to be moister, especially the flavored varieties, that it talkes a little trial and error to roll one correctly so that it burns properly; they usually smoke a little better if you roll them a day or two in advance or leave the tobacco out for a few hours to dry a bit.
I've also noticed that when I roll them ahead of time, the tobaco tends to stain the paper a little; not a problem as far as the actual "smokability" goes. I prefer the more aromatic blends but go with what suits you.
Pack the pipe tobacco then light it and smoke it without Inhaling
You don't really have to cut it, you just have to let it dry out some.
Yes, you can use pipe tobacco for hand rolling, it is not as finely cut as other types of tobacco, but it makes for a smoother and more tightly packed, cigarette.
Generally, the difference is that it starts with a different variety of tobacco, and it is prepared differently. Pipe tobacco may be a bit more natural compared to how cigarette tobacco is prepared. Pipe tobacco could be used in cigarettes, but due to the cut, you may have a harder time keeping it lit. Compared to cigarettes, pipe tobacco has more of a range of flavors, since cigarettes only come in regular and menthol.

it's nothing special, it's worth whatever you feel it is
Mainly indirectly. People cut down trees to plant tobacco plants, and when the cigarettes are made, a paper wrapper (made from trees) is put around the cigarette.
A pipe cutter is the best tool to cut PVC pipe.
Tobacco is the pure form of what is found in cigarettes but in cigarettes they add chemicals like nicotine which is an addictive chemical that was used as an insecticide in the past. acetone- nail polish, hydrogen cyanide- used during the holocaust in gas chambers, arsenic- rat poison, formaldehyde- preserving bodies, ammonia-a cleaning solution and carcinogenic or cancer causing chemicals are all found in cigarettes .So,the answer is no.
