The iPhone is only available for AT&T and yes, there is an iPhone-specific data plan that is required. iPhone's that have been "unlocked" can be used with other carriers such as T-Mobile or Verizon, but even then an extremely large to unlimited data plan would be required (otherwise, you would have a LOT of overage charges since the iPhone is connected to the internet at all times).

Currently you can only buy the iPhone with a service plan. Part of the reason the phone price is low is that the service plan subsidizes the phone price. You could buy an iPod Touch, which is basically the same thing you're asking for, or you might be able to find a used iPhone for sale that no longer has a service plan. probably should check out eBay. they'll have lightly used iPhones all the way up to not functioning at all. i would suggest getting a lightly used one and not a brand new iphone just for the sake of saving money. but I'm fairly sure you will have to buy an internet plan or else they'll just send a notification that you had internet added to your plan once you put in your Sim card. (if you have AT&T) the only iphone that doesn't have that feature is the iphone 3g
You, as an individual, are not provided the means to track a phone by number, nor are you going to be. If you share a phone plan, and have iPhones, the "Find My iPhone" app can be used. Otherwise, you'll have to do without.

Yes it does. I have an apple iphone 3g and wireless internet at my house. I have been using my home wifi for two years and now AT&T is telling me I have to pay for a data plan. This is wrong of AT&T to charge people for something they do not want. I pay for my wifi why should I be told I have to pay for a data plan that I would not ever use. My records at AT&T show that I have never used any data in the past 12 years that I have been with them. They are getting rich by forcing people to purchase these data plans, they think because we own a smart phone we can afford to be bullied, well they are wrong, I got my iphone as a gift from my son because he knew I could not afford to purchase one for myself, now I can not use it because I can not afford to pay the extra $20 or $30 per month that would added to my monthly phone bill.
