No, it can't. Because Cardcar D and Rescue Rabbit leave the field as their costs, they are no longer face-up on the field for Effect Veiler to target them at chain link 2. Instead you'd have to get them at a time when they can't use their Ignition Effects. Like when the opponent Normal Summons his Cardcar D, there is a response window to respond to the summon. You could activate Effect Veiler's Quick Effect here and target it, setting up the negation effect, before the opponent ever got chance to use the Ignition Effect. So if he used it that turn, the effect would be negated, he'd have to wait until next turn.
