Yes. If the tribute is for a Tribute Summon, then you can't attack with any monster again afterwards, since this Summon will occur in Main Phase 2.

If the tribute is for a card effect and resolves during the Battle Phase, then you can attack again with another monster, since it would still be the Battle Phase.

No, not at all.

Keep in mind though that you only get one Normal Summon per turn, so you could not Normal Summon a monster and then tribute it for a Tribute Summon of a Lv5+ monster, because that would be two Normal Summons.

However if you special summoned the monster, you can tribute it for a tribute summon in the same turn, or even if Normal Summoned, you can tribute the monster for other costs, like one of the effects of Enemy Controller.

Yes, through "Change of Heart" and such cards. Then you use them to summon whatever.

You can do it for the cost of Spell Speed 2 or 3 effects, like Enemy Controller's second effect, or Horn of Heaven, or for a Triggered Effect that is being triggered in the opponent's turn.

In the Yu-Gi-Oh TCG to summon the Wicked gods are you allowed to tribute your opponents monsters because they're effects do not specify who's monsters to tribute?

Unless specifically stated otherwise, a tribute (and indeed, any cost) must always be something you control. Soul Exchange and Lava Golem let you tribute the opponent's monsters. But there is no need for cards like the Wicked Gods to state the tributes must be your own, as that is the default and needs no further explanation.

Is a synchro summon the same as a tribute summon?

Not quite. A Synchro Summon is a Special Summon. A Tribute Summon is the same as a Normal Summon, except that when you Tribute Summon you need to tribute monsters. Also you can Special Summon as many times as you want to in a turn, whereas you can only Normal Summon OR Tribute Summon once per turn, except with a card effect.
