More than likely the starter is defective.

A whining noise present when turning the steering wheel indicates a faulty power steering pump. As the pump fails, it allows air to enter the system and a distinct whine.

when you try to start it then it's the starter.
Starter solenoid is defective. You will have to remove the starter and have it tested at an auto parts store.
If the starter is whining while the engine is running at an idle you have a problem with the ignition switch or the starter solenoid is stuck. The starter should not be engaged while the engine is running unless you are holding the key over on the start position.

It is your starter. It's not going out. Just a manufacturing flaw. Mine does the same. No need to worry.
