Probably worn balljoints or tie rod ends or a defective tire.

Check for either a bent wheel or a faulty tire. Low speed "wobble" is an indication that the bond between the tire and the belt inside the tire may have failed. Have it checked by a reputable and qualified tire or alignment shop.

you could have a broken steel belt in one of your tires, that happened to me. I had a tear in my right tire that caused that in my 91 Roadmaster.

If it is vibrating at speed you have either a tire out of balance, bent wheel, defective tire with broken belt, loose wheel, defective wheel bearing, bent driveshaft, or bad CV joint. If it is vibrating at idle or slow speed, you have either a cylinder miss, broken motor mount, or vacuum leak.
It really does not have an effect on the maximum speed, but due to inertia, it does inhibit [slow down] changes [acceleration or deceleration] in speed.
IF the Ends are really Physicaly loose-If U can see movement on the ends when u rock the wheel back & forth(side to with the wheel jacked up.IF not then u could have a BALANCE Problem--bent wheel--- separated tire-- It's possible, but from your description, it sounds like you either have a tire getting ready to come apart, or a bent rim. the reason why your car shakes at a faster rate of speed it because the wheels and tires are not balance right and they need to be balanced
Typically, a low end side-to-side movement such as what you describe is caused by a slipped belt on one of your radial tires. It CAN be caused by a bent rim, but typically that would cause you problems at highway speed as well.
