There are basically 2 types of prepaid cell phone plans - monthly plans and pay as you go plans. A lot of prepaid companies offer both types of plans, which can make things confusing. With a monthly plan, you have to get a new card every month to keep the phone activated. For example, Straight Talk is a monthly plan. The other type is of plan is the pay as you go plan. With pay as you go, the activation periods are longer, typically 90 days, so you have three months to use up the minutes on the card. Pay as you go plans will be cheaper because you can purchase the cheapest card and still have three months to use it.

Currently (first quarter 2011), PlatinumTel has the absolute cheapest pay as you go plan. Their Real PayGo plan, a pay as you go plan, has a flat 5 cent per minute pricing. They have cards in different minute amounts, but for the absolute cheapest plan what you're looking for is their $10 card. The $10 card gives you 200 minutes (.05 x 10) and you have 90 days to use them up. You'd have to buy a new card every three months to keep the phone active. So, theoretically, if you used a minimum amount of minutes, you could have a yearly phone bill of $40!

TracFone and AT&T both offer prepaid cell phones for around $10. The airtime costs will vary depending on how much, or how little, you intend to use the phone. It really depends on how much you will be using the phone for calls and texts. If you want a package that has a good amount of minutes and texts, then you should probably check out T-mobile or H2O wireless. But if you are looking for the cheapest package, Kajeet (from sprint) has a cheap $4.99 package with very low amounts of minutes.
