Probably a bad element on the lighter itself. the bad news is lighter & housing usually don't come separate. The good news is they are cheap & easy to install. Diameter most fairly universal. Rear housing unscrews & is a 1 wire hookup (most) Auto parts retailers have universals for like 10.00 (US)

Before you replace the whole lighter, check the fuse. If it is not located in the fuse box, it may be just outside the fuse box under the dash.
Above the drivers left foot area is a fuse box that is easy to see. Above THAT fuse box is another, smaller fuse box. The cigarette lighter fuse is located in THIS upper, smaller fuse box.
Take the lighter out. Reach behind and disconnect the wiring and then unscrew the back of the lighter a thing called a barrel connector. It is a cylindrical lighter fastener on the back side which fastens the lighter assembly to the car. Turn it counter clockwise as looking at it from the rear.

I would go to your public library and get a copy of the Ford factory workshop manual for '97 Escort. They will give detailed instructions with diagrams how to do this. I have a '95 Escort and my factory manual shows how to disassemble the console and remove the section where the cig. lighter is mounted and how to remove it. Be patient, don't do this job when you are tired or cranky ;-)
