Reagan came twenty years after FDR. He was sort of like FDR in his younger years. Reagan wanted the federal government to be a safety net for the downtrodden, but he saw no need for the many large expensive programs that grew out of the Roosevelt legacy. As he put it, the Democrats left him, not the other way around.
