Either will reduce the propane flow and should resolve your problem. External: If you have a regulator frozen in winter, you will have to warm it up, preferably in doors so that it can dry as well. DO NOT USE FLAME! Although this is probably a job for professionals, either an electric heating pad, one of those heating pads that you put in a microwave, or a heat lamp directed at it may do the trick. Remember that you have to assume that there will be gas flowling during the entire warm-up period, so NO SOURCE of IGNITION should be near by.
