It depends on what you type of headlight you want to buy. Two major categories are OEM (from your dealer) and OEM compatible.
1. OEM: most expensive. Gives you only stock look and stock performance.
2. OEM compatible: least expensive. Gives you stock and cheapest option to replace your headlights.
2a) Clear headlights: OEM compatible but headlights are clear for enhanced look. A little expensive than regular OEM compatible.
2b) Projector headlights: OEM compatible but shoot out light beams in a projector, produces the most intense lighting and gives you a luxurious look. A little expensive than clear headlights.

You cannot replace just the cover. You must replace the entire assembly as it is one piece. The cost for an replacement is around $80 for a aftermarket replacement. A used OEM headlight assembly will cost you around $200. A brand new OEM headlight assembly will cost you from $175 to $250 depending on body style.

Are you asking about the replacement cost of the headlight housings themselves, or just the cost of freplacing two bulbs?
part and labor?
it depends on what the headlight cover is made out of. But here's a suggestion. For a 1989 Caprice Classic with a glass headlight, it costs $243. It's expensive because of the size but varies from makes and sizes of cars
I have a 2004 TSX and just recently had my passenger headlight replaced for the low cost of $400.00!!! That was including an oil change of course. They have to take the entire bumper off to get to it apparently. What a rip off!
