The planet Mercury does not have a breathable atmosphere and is generally not an easy place to live, but with sufficient technological support people could live there. People live on the international space station, where they also have to bring their own air with them, and where they face similar difficulties to those which they might face on the planet Mercury. It would be expensive but not impossible (but then, the same is true of health care reform).
As with our own Moon, Mercury does not have an actual atmosphere (what it has is likely a very, very shallow and thin layer of gases, alternately ionized or frozen solid). And no actual soil or liquid water on the surface. So no open-space farm could possibly survive. However, should mankind ever establish a habitat on the planet, in deep craters or underground, there would certainly be ample sunlight to support protected enclosed growing areas. There would also be no shortage of available solar energy!
