Honestly, I think your best bet would be to take it in to a windshield repair shop rather than to try to fix it yourself. Fixing it yourself could possibly make it worse if you don't know what you're doing.
change air filter if that doesn't work change gas filter
Is it water or coolant? If it's water, you probably have a leaky windshield seal. If it's coolant you could have a heater control valve leak.
The switch to turn them on could be broken. That has happend to me and my mother in both our cars.
From the inside, cut out the rubber windshield rubber with a box knife. Take care not to cut too deep, as you could snag on the headliner. Gently tap the windshield at each corner to free it, then remove. Best to have a friend handy, but easily done by yourself.
You might change certain things about you by meditating or studying to better yourself. You could also change things about yourself by consciously trying to correct bad habits.

You're sure it is water and not brake fluid coming from the master cylinder?
There could be a couple of reasons why a windshield water pump won't spray. There could be a clog or the pump has went out.
It COULD be a blown fuse. Check the fuse panel. It COULD by a blown flasher unit. If the fuse is OK, change the flasher.
