boring is a categorical meaning for not much fun and also when you are kind of tired but people with social lives are not boring !!!. That is a good question with a lot of thought to it. I suppose if the person is never satisfied and you knew that, I don't think you should ask that person if something is boring or not. Sometimes things are boring to some people and exciting to others, which makes up personality. (though I really wouldn't trust a person who's always boring.)
