Check your rod caps 1 or 2 of them are on backwards.
If you mean ... why the crank won't turn when the key is on and the acc.'s will turn, Well sounds like crank shaft is locked up. When the crank bearings try to pile up on each other and jam the crankshaft in it's final resting place, till rebuild.
spanner provides grip in applying torque to turn objects such as nuts and bolts-or keep them from turning.
Check for proper bearing clearance. It is easy to get the wrong size bearings.

According the the Haynes Manual (No. 1801, Skoda Favorit 1989-1996) the bolts should be tightened to between 17 and 20 Nm. Once all are tightened to this torque they should then be tightened a quarter turn each, and then another quarter turn each. The manual also quotes a torque of 20-23Nm for the cylinder head nuts.

Wheel bearing nuts don't have a torque specification as the viscosity of the lubricant varies enough so the torque number would be nonsense... Practice has been to snug up the covering nut as tight as possible by standard foot long wrench, so the wheel fails to turn. Then back off 1/8 to 1/4 turn, allowing the wheel to spin or turn with light pressure.. hope this help / rtd
On Big Nate Island, you use a lobster (no kidding) to turn the lighthouse crank. (see the related question below)
There is no adjustment. If you have the type of rocker arms with lock nuts, the best way is while engine is running tighten to 0 lash (rocker is no longer making a tapping noise) than go an additional 1/2 turn. If you have regular nuts there is no adj. torque nuts to 25 ft. lbs
