Drain the water from the radiator. Remove the radiator hoses. Remove the radiator stabilizing arm. Remove the radiator retaining bolts. Reverse the process to install the new radiator.

Under your hood there should be a diagram. a sticker on top of the radiator...in that area. If not you could probubly google "Belt diagram for 1998 buick regal" image search. make sure you get the right diagram for you motor.
There is no strict rules about that. You need to inspect hoses periodically. But when you have a car which is 10 years old you might need to change all vacuum hoses around the engine.

im not experience but i own one and on the radiator passenger side is two transmission coolant lines that tranny fluid runs thru the radiator and the others i believe are coolant lines
Remove upper radiator support remove bolts that retain the A/C condenser remove hoses and transmission cooler lines remove retaining bolts then remove fan module and lift out radiator
