I have not read that Bush ever borrowed money from China. Of course, the US government regularly borrows from China by selling bonds to the highest bidders. China can and does buy US bonds from time to time.
Bush did not personally borrow money from China. However, the US has borrowed money from China. As of 2014, the national debt is just over 17,533,972, 442,000.

Nothing. US presidents are not allowed to borrow from the US Treasury. It is the treasury that does the borrowing, but only after approval by the US Congress.

Nixon was able to normalize diplomatic and trade relations with China. Congress alone has the power to borrow money and they usually do it by authorizing an issue of treasury bonds. After diplomatic relations were restored with China, the Chinese were able to buy US treasury bonds as they wished.
